The Moving-to-Work Program

Moving to Work (MTW) is a demonstration program for PHAs that provides us the opportunity to design and test innovative, locally designed strategies that has 3 goals:

‣ Use Federal dollars more efficiently,
‣ Help residents become self-sufficient,
‣ Increase housing choices for low-income families.

RHA applied to be considered for MTW in December 2018 and has now become an MTW agency, as of April 2021.

Initial Rent Burden

For moving vouchers, and new vouchers effective or issued on or before 1/1/2022,  the initial rent burden will be increased to 45% of your monthly adjusted income. Initial Rent Burden only applies when the gross rent exceeds the applicable payment standard.

Minimum Rent
– Increases to $75 in the first year (2022)
– Increases to $100 in the second year (2023)
Minimum Rent is the least amount of rent a family is responsible for.  Minimum Rent will be adjusted 2/1/2022.

Eliminate Utility Reimbursement Checks

Utility Reimbursement checks are the amount of housing assistance that exceeds rent to owner. Utility Reimbursement checks will be eliminated 1/1/2023.
